I don't think I can help much with answering that.
I'd need someone in the Product team to chip in, as I can't see a usable way to decipher between what were under the hood tweaks and minor improvements versus something more major - e.g. an issue affecting lots of customers.

Like you say - ESRI changed a dependency and created a mismatch. I found the issue and it was addressed in the Patch release (but it didn't make it to the listed fixes in the Release Notes).
I updated to the latest TBC build and upgraded to ArcGIS Pro from v3.2 to v3.3. Shapefile & File Geodatabase workflows are working. Customers should be all good to move to ArcGIS Pro v3.3 with the updated version of TBC...

This is a known issue. Nearly every time ESRI updates ArcGIS pro, it seems like something breaks in TBC with respect to exporting shapefiles/GDBs, importing shapefiles/gbs, or using the GIS Module. The reason is because Trimble leverages ESRI's libraries to import/export. To resolve this, you can roll back ESRI's ArcGIS Pro 3.3 to 3.2 and it will resolve things. You could also uninstall ArcGIS pro 3.3 (likely not the best option). Lastly, you could keep ArcGIS Pro 3.3 and roll back TBC to the prior version. I have chosen to roll back my ArcGIS pro to 3.2 and everything works again. I am hoping the next patch of TBC will fix this. I am doing a webinar on the TBC GIS Module in September so hopefully sooner than later!

Since the latest update for TBC I have not been able to export .shp or any other categories in GIS format. When using an older version it lets me export them fine.
