It has to do with the END line command. The line starts a line with the smallest number with say code EOP. Once that line is drawn and runs into the EOP code and has a stop line code END. it will terminate that line at the point with the END and if any other points have the same line code EOP. It will start a new line automatically as it know the previous line was told to stop which it did. You don't really need to have a start code unless the point ID number jump out of order.
you could also just do a START line code and not do a END line code. The biggest pain is being sure the field crews start and stop the line code when needed. Which sometimes does not happen.

I am creating a new FCL for my company and have noticed that it will start drawing a line without being instructed to do so. As in the example below, there are only 2 RR (Railroad) shots in the entire file. It is an accepted line code, so it took it upon itself to draw a line between them. As a second example, a line was started (on it's own) on point 100 and continued until I used the end (e) to stop it. But it started another (all by itself) on point 104 with no start code.
BTW, E=End, S=Start and Cl=Close in this library...

I and my crews find this annoying and was hoping someone knew where the setting for this is.
