At the end of last year IGS adopted a new reference frame called IGS20 as the basis for their products (https://igs.org/news/igs20/) and made the switch to new long filenames.
Starting from 27 November 2022 the IGS final, rapid and ultra-rapid products are only available in long filenames.
Trimble have fixed it in 5.81 but we had the same problem since we are still on 5.70.1 so I grabbed the config file from the new version.
I put the attached file in
%APPDATA%\Trimble\Trimble Business Center\37.0 and it gave me the 27 November 2022 download links. It might work in other versions though the last number (37.0) will be different.

We are running into the same error. Has anyone resolved this? We tried downloading the orbits outside of TBC but still get an error message. We did the work a good bit ago so the final orbits should be available; although, we still get the same error even with the rapid orbits. We used a mix GPS units to collect the data including R10's and R12i's. We have used these heads to collect static data back in November/December and they worked just fine.

Since you are trying "final orbits", that file may not be available yet. Final/precise orbit files seem to be available weeks later, though it's 3 weeks after the date you're looking for, but it's still possibly not available yet.
