You are probably not going to get a lot of help here because having to ask the question means that you don't understand enough about the process to do it properly. Those of us that have been doing this sort of thing for a while, 30+ ears in my case, know the problems that ignorance can create in this field because we have seen it and have come in afterwards to fix it (redo the work). Your question is quite vague, but I wonder if you have already headed down this path, and the 'surveyor' you might be working with is not doing you any favors, I'd guess. In California, I would be curious to know what they are doing with you because your 1 sentence reeks of possible professional misconduct.
It is certainly possible to collect data and develop coordinates without being a surveyor. Heck, that has been the case for almost 2 decades, but it carries with it some degree of both foolishness and illegality, depending on the intended use of the data and the state you are in.
In California, if you want to run around with an RTK rover and collect points and build your own personal GIS, have at it. If you intend to provide that information to anyone with any notion of it being useful to them, that would be illegal. No municipality, professional or competent builder will rely on it. I guess I would have to ask, what is the point?

I was just curious if its possible to create a control point network for areas with out having to hire a land surveyor? For example, I'm looking to just locate edge of pavement and other objects in town. I have a Trimble TSC7 and the Rover, also have TBC. Is it possible do set control points with out using a total station? If so how would one go about this from begging to end?
Usually I would find places on google earth that are accessible on right of ways for example, set points and send that .kmz to the surveyor. They would send me back a .csv, then I would upload it to the TSC7 and calibrate the file by going to each point and shooting for about 45 seconds a piece.
This is just a thought I had and was curious. Appreciate any comments and information in advanced.
