Does anyone have a solution? I accidentally typed a command in one specific file, and now when I use my scroll wheel or click on an item or point, it only allows me to zoom in and out, and even the magnifying glass comes on my cursor no other options. Thankfully, I got all my points out before this happened, but it would be nice to use this file again for any updates. (IT'S ONLY THIS FILE)

I think you accidentally ran Left Mouse Zoom.

Left Mouse Zoom, Left Mouse Pan, and Left Mouse Rotate allow you to Zoom/Pan/Rotate by dragging with the Left mouse button in the view.

It appears to be view-specific.

So if you open a new view (like a new Plan or 3D View), the mouse goes back to being normal in the new view.

If you did it in a Plan View, you can run Left Mouse Rotate and it will be normal too (because rotate doesn't work in Plan View).  But I would open a new Plan View just to be safe.
