You tried comma and separator in TBC or did you also change/check the windows setting?
Since you see this behavior in different type input fields and there is no mentioning about a bugfix in the 5.81 release notes, and that I've never seen this behavior before I'd assume there is an issue with your Windows settings, outside of TBC.
Can you please post a screen shot of your windows region number settings?
Where are you from, what is your home region?

I have tried both using a comma or a point as a decimal separator without any success. Point numbering increases automatically, there is no issue there.
It is not particularly related to any project. I am in the Southern Hemisphere using WGS84.
