Well I am sort of glad I am not crazy. I confirmed with a co-worker that this has been an ongoing, longstanding problem with TBC (or our successful use of TBC, right? It could be our fault, I guess.)
This happens in 3D view. We don't draft a lot on the point cloud in 2D. We draft almost always linestrings. We don't use vertical exaggeration.

Subject: Linestring won't Snap to Point Cloud Points Reliably
Hello everyone, (originally posted as a Question and for some reason wouldn't let me reply or carry on thread, so I am reposting again as Discussion):
Has anyone else had this problem?:
When using the linestring command with the only snap selected being Point, when trying to select the next node in the linestring and selecting a point in the point cloud, the program will not select anything.
It seems like at first this is just a little glitchy, like if I select the point cloud point 0.02 feet away it will grab it and add the next node to the linestring, but it just gets worse, until finally point cloud points anywhere don't work, i can't get TBC to pick any point cloud point and i have to exit the command and eventually the program.
I think someone on our survey team has mentioned this before or maybe I read a thread about it, or another site had and discussion group that was talking about it.
Does anyone else ever have this happen on a chronic level?
If so, anyone know the cause and, of course, most importantly, the solution.
Thank you for the input.
