If you uninstalled and reinstalled an older version and it still didn't work, it's likely that you didn't run the Trimble cleanup utility between.
My go to workflow when installing a new version of TBC is to run the cleaner, restart the pc, and complete the install. If it that still doesn't work, I'll go deeper and remove the libraries, like the 2008 C++ redistributable that TBC installs but the cleaner won't remove, and anything named Trimble in my main drive and apps. Revo Uninstaller can help with this. After, a fresh download on stable internet and an install should fix most issues.
Point clouds have not been stable since 2023.9. The Refine feature did not work at all last year and still continues to not work. I have constant Invocation errors. I've talked to Sitech, adjusted the various settings that Trimble recommends, feels like I've done it all.
I only keep the Photogrammetry module because of the Advanced Filtering on Point Clouds.
To sum up, TBC is one of the worst hodgepodge'd together programs I've ever used, and I feel fortunate that I work at a company without strict IT policies, so that i can fix TBC as needed. If a person had to reach out to IT every time there was an issue, it'd be a large chunk of time. I still wonder on even our somewhat lax IT policy, if TBC doesn't still have issues because of it. I have constant authorization errors when trying to save projects and so on. You need to run TBC on a PC with admin privileges for sure.
