I'll screen record what I mean when I get a minute, try snapping to vertices along a surface member as if you were trying to create breaklines, near point doesn't take priority over the end point snap (and i think mid point) which is why your not seeing the issue. I should have clarified that. I've noticed the bug when trying to snap onto vertices and points that are either directly on or very close to a line.
I'm running the same version, 5.81.
As far as the vector pdf snaps, I thought it was supposed to allow snaps to vector pdf data all the time instead of just being a toggle option that's only used when georeferencing.

I'm having a hard time recreating what you're seeing. Which version of TBC are you using when this occurs? The below GIF shows me using default snaps, but with Near Point additionally toggled on in its default heirarchal position in the snaps list. This is the public 5.81 build. If you could send me the data, exact snap settings, and exact steps to follow to see the same behavior, I may have a better chance of duplicating your findings. Similarly, I have no issues with the PDF snaps. Perhaps Mr. Bower's suggestion is the cause?

The near point snap mode always takes priority, even when set to the bottom of the list. Makes it impossible to select vertices or points along a line if the near snap mode is enabled. Is this a known issue? Any workarounds?
Also the Vector PDF nodes option doesn't seem to do anything, am I missing something?
