Yes, only rotate about the z-axis (the z-axis being the elevation) so
that a level floor remains level. I still would need to translate in any
direction, but just don't want it tilted ever.

you actually want to rotate about the z??? i am not sure of an easy way to do this. but in theory you can use the georeference scan routine to adjust the scan vertically for sure. someone else will have to chime in to let you know if this routine will actually twist a scan, this i am not sure. it might only give best fit horizontal and vertical but not actually twist anything.
