I have seen this behavior before. I would ensure that your web browser is up-to-date via three dots in the top right, settings, and about. This goes for Google Chrome or Microsoft Edge. The next thing to try is to open a new private browser window and go to the same URL. The cookies/cache can sometimes cause this behavior so you either need to clear all cookies/cache or open a new private window. If you tap the three dots in the top right and choose "New InPrivate Window" (if MS Edge) or "New incognito window" (if Google Chrome). Lastly, instead of the full link that you pasted, try the root link which is https://license-manager.trimble.com.
