i have a couple ideas.
are there other observations or "coordinates" associated with the points. these might be holding the elevation. if you drop down the list of what is associated with the points or do a point derivation report then you will see what defines the points. typically we erase everything but the raw observations.
as staked points sometimes or maybe always will also be held. if you right click on these and convert. then they will be copied up into regular points and then should move with changes.

I measured detail points on site with a wrong height. Having changed the the target height in TBC and recomputed the project the change in elevation still shows the initial values, without reflecting the adjusted target height.
What is it that I am doing wrong?
