You probably have hatched polylines in your SHP file. TBC is notoriously slow with those. CPU usage spiking, fans rushing and program stuck for ages. Can happen with KML and DXF files as well.
You may want to use the freeware QGIS and there Vector->Geometry Tools->Polygons to Lines to convert the hatches. Afterwards you can export it as DXF or SHP.
I've already sent a complaint about this to our dealer at the end of 08/2024.
I'm still on TBC 2025.10, may have gotten a little bit better, I don't have the exact times from back then anymore. But even now TBC is stuck for several minutes when in QGIS you can't distinguish between dropping the file and the lines being shown on the screen.

Let me add onto this. Trying to import a SHP file with database (500 MB) into 2025.20, by the progress it would have taken about 2 hours. So I tried importing the same file into 2023.11 (because exporting points with photos attached as a DC file correctly includes photo info so photos also get imported into Bentley ORD, though I might try installing a 2024 version where the photo import might be still working), and it took about 30 minutes.
What happened Trimble? Bloated software? I deselect unneeded modules during install such as mobile mapping, construction, photogrammetry.

After updating to version 2025.20 there is a bad lag. Pointer moves normally for a few seconds and then stops for 10 to 15 seconds. Its not just a display problem as event viewer shows TBC as unresponsive during these pauses. I rolled back to 2025.10 and the problem is gone.
Anyone else having this issue?
