justin. you should be able to do this. i don t actually run civil, but another tech in our office does and we use this workflow. so i can try to help a bit.
-in civil export all you codes(descriptions) and associated layering as a csv
-open feature definition manager, side program associated with tbc
-file convert csv to fxl
-i think this should do what you want. but might take some playing with. especially if you want to add symbols and everything.
also might need some work for line control codes.
but from my understanding of what you are trying to do, you don t have to fully build the fxl file. all you need is a code list. then civil will populate your layering/symbols correctly.

Plain and simple. I want to bring my Civil 3D Description key sets into Trimble Business Center. So I can make a fxl. file with them.
Then that should allow me to download my csv. file from my TSC7 to Civil 3D. And the prefix database in civil 3d should
bring every line in on each right layer, line type, and line style. Just by downloading my points into Civil 3D.
