Thanks Everyone! It was indeed an update. I had checked for updates thinking it was a patch to TBC, but it is was one of the other updates, After update job file imports correctly.

Instead of EXPORT, alternatively (within Trimble Access) you can COPY your job to an USB (it creates a .JOB file)
and then import the .JOB file to your TBC project.
It works fine - even better than EXPORT to JXL, since if you use a FXL library,
where you also defined some attributes for the collected point/line/area features
and one of the attributes is PHOTO attribute, EXPORT to JXL does NOT include
the JPG pictures created during data capture in the field and you must manually copy
the associated pictures with the collected features to your PC.
And then - within TBC - you have to assign the pictures to corresponding points/features.

We found that any job file created with TA 2023 will not load in TBC 5.81. the jxl file does seem to load though. Anyone else find this
