Why exactly would your vector need a specific direction?
Mark one of your points with a higher order coordinate quality and the computation direction will be from this point.
You can see which way it's computing by selecting a point, right-click, "Point derivation report".
As example, first the base "TOOG" marked as "Control".
And now the survey point marked as "Control" and the base as "Survey"
