Issue with Cut/Fill Labels

See attached screenshot. Does anyone know why half of my cut/fill labels do not have the white-out setting applied? Is this a bug or is there something I can do about it? Running version 5.70

It looks like it's the whiteout is working on the vector data and PDF image but not on cut/fill shading. Have you tried changing the C/F maps colors and changing the layer that your C/F map is on to "Foreground" display priority?
