Never used it that way, but it seems that it would work like that, the manual isn't 100% clear on it either.
You'll need a dealer version of the Winflash program in order to create the frequency file and load it into the receiver. As standard user you are only able program receive frequencies. Frequencies you add via the above shown GUI will not show up in that drop down list if the radio mode is set to transmit or repeater.
