You shouldn't use a separate Viewfilter for every single page.
Create one single Viewfilter "Sheetview" in which you only enable the layers that contain what make up the sheet. I.e. the frames, stamp, dynaviews ... (And that's usually also the only viewfilter I enable the lock feature for.) I'd also group all layers that have something to do with sheetcontent into a specific layer group.
For the sheet view window you'll now only need to use the filter "Sheetview". Since the Dynaview itself is pointing to/using a specific Viewfilter itself. The Viewfilter for the Sheetview can be different from the Viewfilter that is set for the Dynaview.
In placing the Dynaviews always on that Layer "Dynaviews" they will be enabled/shown if you use the Viewfilter "Sheetview", but the content inside the Dynaview depends on the Viewfilter you set specifically for that Dynaview. (In none of the Viewfilters that are used by a Dynaview you need to enable layers that contain Sheetelements)
