We often use colouring of surfaces in 12d, especially for showing data / surfaces / designs for screen presentation purposes.
The flood fill function you describe, is (I assume) similar to enabling colour by slope.
We often use that also, as it helps define different grades for different purposes. i.e. Steep batters that can't be worked by a dozer, or flat surfaces that may need a temporary surface water management strategy to enable water dispersal to occur. Similarly as you've mentioned, for delineating features.

Funny you mention that. Its something I've always wanted in civil3d, as it would be useful for so many things.
I have my own surface program I will be adding that to, and its not just selecting by polygon, you would want a flood fill function that stops at tris whose angle is over some tolerance.
So you could flood fill pavement, and have it stop at the curb or gutter, as those tris would angle away sharper than pavement tris.
