I want to be able to setup custom export routines in TBC to export both to Civil3D and ORD.  The goal is for survey crews to collect in the Trimble format so we can see everything in realtime and have custom routines setup in TBC after the data has been QA/QC and kick out a csv file in the appropriate format for the platform.  The issue is with the special codes and spaces/location

Sounds like you need to create some macros. It is a bit tricky to do it yourself. There is a small community built around doing it. You may be able to find a consultant to do this work for you if you can't source the coding in-house.
